SCHOOL DISTRICT SYSTEM REFORM A Case Study of Strategic Planning, Site-Based Management, and Outcome Based Education in Victor Elementary School District

Responding to pressures for comprehensive change, nearly a third of the nation’s schools have adopted some form of site-based management. This case study is the result of a three year empirical investigation of one elementary school district’s systemic reform effort. Through an event history, the story recounts the implementation of reforms where the thrust toward site based management was accompanied by two other elements of reform; strategic planning and outcome based education. The case story is woven from three conceptual threads. Strategic planning provides an institutional thread, site based management provides an organizational thread, and outcome based education provides an onerational thread for analysis. Together these initiatives interact to reshape district structure and redefine managerial roles and responsibilities. The case concludes with an exploration of critical issues in organization theory that are brought into focus by this comprehensive change process. SCHOOL DISTRICT SYSTEM REFORM
